شهدت منطقة الزهرية بالأحواز هطول أمطار خفيفة لتكشف مدى القصور الذي تشهده البنية التحتية والذي يحتاج إلى تطوير على المدى الطويل وحلول سريعة على المدى القصير.
ورغم أن الأمطار لم تكن عنيفة أو كثيفة؛ إلا أن المياه غمرت الشوارع وبعض البيوت والمحال التجارية وتوقف الحياة اليومية بسبب المياه الراكدة التي تجمعت في عدة مناطق دون أن يكون هناك مصارف لها.
وتفتقر شوارع منطقة الزهرية إلى وجود شبكات صرف صحي عمومي من الأساس، ولا يضع النظام الإيراني أية خطط مستقبلية لإعادة تأهيل هذه الشبكات.
ومن جانبها، تنتقد المنظمة الأحوازية للدفاع عن حقوق الإنسان، سياسة النظام الإيراني التي يتبعها في الأحواز، وخاصة الإهمال الشديد والتراخي في هيكلة البنية التحتية ومواجهة الأمطار والسيول والتي تتسبب كل عام في تصدع المنازل وغرق الطرق، وتؤدي إلى مقتل العشرات.
وتضيف المنظمة: “إذا كانت البنية التحتية في الأحواز غير مؤهلة لاستقبال الأمطار الخفيفة، فماذا عن استقبال السيول”.
وتؤكد المنظمة أن 90 % من المدن والقرى غير مغطاه بشبكات صرف صحي عمومي من الأساس وقد يزيد العدد، كما أن معظم الطرق لا يوجد بها “البلوعات” وأنها إذا وجدت تكون مسدودة ولا يتم تنضيفها وتطهيرها بشكل مستمر قبل موسم الأمطار تجهيزا لاستقبالها.
وعن مخرات السيول توضح المنظمة أن تم ردمها منذ زمن طويل بشكل متعمد من قبل سلطات النظام، مؤكدة أنه لابد من إنشاء مخرات سيول جديدة على المدى القصير بالتعاون مع خبراء الري والصرف، أما على المدى الطويل فلابد من عمل استثمارات بمليارات الدولارات للوصول لتغطية شاملة لشبكات الصرف الصحي، وبالفعل يقترض النظام الإيراني مبالغ طائلة من بنك النقد الدولي تحت ذريعة إعادة تأهيل وإصلاح شبكات الصرف الصحي في عموم الأحواز؛ إلا أن شيئًا لم يتغير على أرض الواقع، إذ تنتشر مستنقعات مياه الصرف الصحي في كل مكان.
ولا يقف الأمر في الأحواز عند إصلاح شبكات الصرف الصحي، إذ يمتد الأمر إلى انقطاع وسوء نوعية مياه الشرب، وغياب إصلاح وتأهيل أسفلت الطرق، وعدم كفاءة المسؤولين المعينيين من قبل النظام الإيراني، وتدني مستوى الضمان الاجتماعي، وارتفاع تلوث الهواء، ونقص المياه، وارتفاع معدلات الفقر والبطالة والمرافق الترفيهية، ووسائل النقل العام غير الملائمة ونقص المرافق التعليمية ومشاكل المرور.
وتؤكد أنه في ظل هذا النقص الواضح لأبسط مقومات البنية التحتية من هواء نقي ومياه صالحة للشرب وشبكات الصرف الصحي وغيرها من المقومات التي يحتاجها المواطنون في هذه المناطق، من أجل البقاء أسوياء على أقل تقدير، فإن النظام الإيراني يتحمل المسؤولية كاملة عن حياة وسلامة السكان هناك، رغماً عن جميع سياساته وأجنداته.
وتشدد المنظمة على أن حق الحصول على المياه وخدمات الصرف الصحي والمرافق، وحق العلاج والعمل ما يضمن حياة كريمة، منصوص عليها في معاهدات حقوق الإنسان القائمة، وعلى المجتمع الدولي التحرك حتى يتحمل النظام الإيراني المسؤولية الرئيسية في ضمان تحقيق هذه الحقوق وسائر حقوق الإنسان الأساسية.
كما تدعو المجتمع الدولي لاتخاذ خطوات فورية من شأنها الضغط على السلطات الإيرانية لوقف السياسات العنصرية وخاصة فيما يخص البيئة الأحوازية على وجه التحديد.
