بر اساس گزارشات موثق دریافتی از فعالان حقوق بشر احوازی، در زندان #شیبان_احواز از سال ۱۴۰۱ اتاقی ویژه برای بازجویی زندانیان بند ۵ ، بند زندانیان سیاسی و امنیتی؛ راه اندازی شده‌است. این اتاق در ابتدا به‌عنوان محل انجام بازجویی‌های امنیتی و اطلاعاتی بر اساس گزارشاتی که توسط جاسوسان درون زندان یا زندانبانان علیه زندانیان داده می‌شد، مورد استفاده قرار می‌گرفت اما به مرور به مرکز دائمی #شنود_مکالمات_تلفنی_زندانیان بند ۵ تبدیل شده است.
سازمان احوازی دفاع از حقوق بشر به اطلاعاتی دست یافته که نشان می‌دهد مأموران امنیتی به‌صورت شیفتی در این اتاق مستقر بوده و به استراق سمع مکالمات زندانیان با خانواده، دوستان یا وکلای‌‌شان می‌پردازند.
این روند به‌گونه‌ای سازماندهی شده که در تمامی ساعات مجاز دسترسی به تلفن، نیروهای امنیتی مشغول شنود مکالمات زندانیان هستند. اطلاعات دریافتی نشان می‌دهد که از مدتها قبل شنودها بطور گسترده و کاملا مخفیانه آغاز شده، بدون آنکه زندانی یا تماس‌گیرندگان از آن مطلع باشند.
در تاریخ ۱۵ آذر ۱۴۰۳ ، سید مختار آلبوشوکه زندانی سیاسی احوازی محکوم به حبس ابد از زندان مرکزی احواز (شیبان) به بازداشتگاه پلیس فتا منتقل شد و تحت شکنجه‌های شدید قرار گرفت.
پس از انتقال مجدد او به زندان شیبان پرونده جدیدی با اتهام واهی ارتباط با گرو‌ه‌های خارج از کشور و دریافت پول از آنها علیه وی تشکیل شد. این در حالیست که #سید_مختار_آلبوشوکه از سال ۱۳۸۹ بدون حتی یک روز مرخصی، در زندان‌های احواز زندانی‌ست.
متعاقب آن، حدود یک ماه بعد؛ بیش از ۴۰ تن از فعالان مدنی و فرهنگی عرب از جمله شاعر، نویسنده و عکاس که برخی از آنان با زندانیان ارتباط تلفنی داشته‌اند، توسط #اطلاعات_سپاه و با انتساب اتهامات مشابه و بی‌اساس جاسوسی و ارتباط با خارج از کشور، بازداشت شدند.
روشن است که طرح این اتهامات سنگین بدون ارائه شواهد و مدارک معتبر توسط دستگاه امنیتی ایران -علیه زندانی و تماس‌گیرندگان با او- در اقدامی هدفمند و برنامه ریزی شده برای ارعاب فعالان احوازی و مشروعیت بخشی به سیاست‌های سرکوبگرانه صورت گرفته است.
تمامی شواهد دال بر انجام عمل غیرقانونی شنود مداوم مکالمات زندانیان بند ۵ و نقض آشکار حریم خصوصی آنان توسط نیروهای امنیتی‌ست تا از این طریق ضمن فشار، سرکوب روانی و ایجاد ترس در زندانیان سیاسی و پرونده سازی و انتساب اتهامات واهی به آنان، از این ابزار برای شناسایی و سرکوب فعالان فرهنگی خارج از زندان که با زندانی در ارتباط بوده‌اند، نیز استفاده کنند.
از سوی دیگر ایجاد چنین فضایی از رعب و وحشت و انتساب اینگونه اتهامات، به‌ویژه در مورد زندانیان سیاسی؛ با هدف کنترل و قطع ارتباط آزاد آنان با دنیای بیرون صورت گرفته است. شنود مکالمات موجب احساس ناامنی و نگرانی تماس‌گیرندگان و در نتیجه محدودیت ارتباط با زندانی از خارج از زندان و در نهایت به انزوا کشاندن زندانی و افزایش فشار روانی بر وی می‌شود.
این رویه‌های هدفمند غیرانسانی، نقض آشکار حقوق بشر و میثاق‌های بین‌المللی حقوق سیاسی و مدنی در خصوص حقوق زندانیان از جمله نقض حق حریم خصوصی، نقض حق ارتباط آزاد و نقض حق دسترسی آزاد به وکیل و تبدیل زندان به فضایی امنیتی است.
